Special Budget/Warrant Meeting Minutes
March 24, 2014
A Special Budget/Warrant meeting of the Board of Selectmen was held this date in the Meeting Room, Town Hall, Northeast Harbor, Maine.
Those present included: Chairman Tom Richardson; Selectmen Martha Dudman, Matt Hart, John Macauley, and Dennis Shubert; staff members Town Manager Durlin Lunt, Fire Chief Mike Bender, and Town Clerk/Recording Secretary Joelle Nolan; and members of the public.
I. Call to order at 4:00 p.m.
Chairman Richardson called the meeting to order at 4:05 p.m.
II. Old Business
A. Annual Town Meeting Warrant Review and Votes
Chairman Richardson explained that so-called Article 46 had a typo and needs to be re-voted.
Article 46. To see what sum the Inhabitants of the Town of Mount Desert will vote to raise and appropriate for Department 15505 and 15506 Sewer Capital and Sewers (Wastewater Treatment) for the 2014 - 2015 Town Budget.
MOTION: Selectman Shubert moved, seconded by Selectman Macauley to recommend passage of so-called Article 46 at $857,635.00. The vote was unanimous in favor, 5-0.
Chairman Richardson explained so-called Article 51 needed to be added to include the CIP as shown on the budget worksheets.
Article 51. To see what sum the Inhabitants of the Town of Mount Desert will vote to raise and appropriate for Department 1999 Capital Improvement Plan transfers for the 2014 - 2015 Town Budget.
Wastewater Truck Reserve $9,000; CEO Truck Reserve $4,329; Refuse Truck Reserve $30,000; Communications Radio Reserve $19,419; Public Works Building Reserve $30,000; Fire Dept Building Reserve $6,220; Public Works Bait House Reserve $500; Assessing Equipment Reserve $1,102; Town Manager Telephone Reserve $14,943; Fire Dept Fire Pond/Dry Hydrant Reserve $2,172; Sewer Capital Reserve $35,000; Public Works Road Reserve $25,000; Communications Equipment Reserve $5,288; Police Dept Equipment Reserve $11,783; Town Clerk Equipment Reserve $3,124; Fire Dept Equipment/Engine Reserve $185,296; Public Works Equipment Reserve $89,000; Finance Equipment Reserve $3,154; Assessing Revaluation Reserve $19,710
MOTION: Selectman Macauley moved, seconded by Selectman Shubert to recommend passage of so-called Article 51 at $495,040.00. The vote was unanimous in favor, 5-0.
B. Such Other Business as May be Legally Conducted
None presented.
III. Adjournment
MOTION: At 4:07 p.m., Selectman Macauley moved, seconded by Selectman Shubert, to adjourn the meeting. The vote was unanimous in favor, 5-0.
